But the contention of the present Headmaster, that the Governor's Minute of 26 January, 1882 decides on the question of examination and supervision, is negatived by the Colonial Secretary's Letter No.145 of 28 January 1882, copy of which I enclose. For I did raise the question which the present Headmaster says "regrets he did not raise it at the time" and the decision was that the annual examination and inspection of the Central School will be interfered with by this arrangement.
